As part of the Windsor Framework, there are significant updates to the customs processes for goods moving between Great Britain and Ireland/the EU, including the introduction of the Green and Red Lane system. Additionally, the use of the UK Internal Market Scheme (UKIMS) is now a critical requirement for accessing the Green Lane. Here’s what you need to know:
1. Introduction of Green and Red Lanes:
Green Lane: Reserved for goods moving from Great Britain to Northern Ireland that are not at risk of entering the EU single market. Goods in this category benefit from simplified customs checks and declarations, resulting in faster processing. However, access to the Green Lane is only available to businesses registered with the UK Internal Market Scheme (UKIMS).
Red Lane: If goods are at risk of entering the EU single market or if the necessary UKIMS registration is not in place, they must be processed through the Red Lane. This involves full customs declarations and additional checks, leading to longer processing times and increased workload.
2. UK Internal Market Scheme (UKIMS) Requirement:
Mandatory Registration: To utilise the Green Lane, your business must be registered with UKIMS. This registration ensures that your goods are recognised as not being at risk of entering the EU market, allowing them to bypass the more rigorous checks associated with the Red Lane.
Consequences of Non-Registration: Without UKIMS registration, goods will automatically be routed through the Red Lane. This will result in delays, additional customs checks, and a more complex documentation process, which can create time constraints and increase operational workload.
3. Updated Documentation Requirements:
The Windsor Framework introduces new documentation fields specific to the Green and Red Lanes. Accurate and complete documentation is essential for smooth processing. Ensure that customs declarations reflect the correct lane designation and include
all required information.
4. Electronic Filing Now Mandatory:
All customs declarations, regardless of lane, must be submitted electronically. Paper submissions will no longer be accepted, so it’s important to ensure your team is proficient in the electronic filing systems.
5. Tariff and Duty Changes:
Goods processed through the Red Lane may be subject to updated tariffs and duties, depending on their classification and risk level. It’s important to review the latest tariff schedules and apply the correct rates during processing.
6. Border Control Enhancements:
Enhanced checks will be conducted, especially on goods passing through the Red Lane. This includes more stringent inspections at key border points, particularly between Great Britain and Northern Ireland. Proper documentation and accurate lane classification are essential to avoid delays.
